"I thought that only Ricks had portal guns,"

"D-Don't be stupid, Morty.  This is the only real p-portal gun.  The portal guns in this universe are t-toys, Morty.  Toys."

Unlike Rick's gun, Cave Johnson's portal device has surface-based limitations.  Not to mention that a real Aperture portal gun would suck a planet into a black hole.    Scientifically, Rick's likely wouldn't do much better, but fiction is bliss.
